Case background:
With the evolution of mobile communications technology and the opening up of telecommunications services to competition, a variety of innovative applications have been launched and the spectrum resources that play an important role in infrastructure have become even more valuable. Because of the high economic value of spectrum resources, it is important that governments maximize the use of such resources through proper planning and allocation of communications services. To improve the efficiency of this public asset and to promote market competition, the National Communications Commission (NCC) employs the competitive bidding process that is adopted by most other countries. This process provides the most competitive and qualified operators with mobile broadband services at the most attractive prices.
Objectives and results of the mobile broadband license bidding system:
The allocation of mobile broadband services is handled through an auction process, following a review of qualifications. In order to facilitate the auction process and improve overall efficiency, whilst considering the need to reduce incidences of human error and invalid quotes, the NCC has decided to develop an electronic online quotation method for auctions. AEB has been commissioned to construct an online bidding system that combines speed, performance and security. With the ongoing support of AEB's online bidding system, the previous annual results of NCC licensing are as follows: 2017 Mobile Broadband Business 1800 MHz and 2100 MHz Band E-Auction. The auction lasted for 4 days with a total of 38 rounds. The total bidding amount was NTD $28.26 billion. 2015 Mobile Broadband Business 2500 MHz and 2600 MHz Band E-Auction. The auction lasted for 15 days with a total of 142 rounds. The total bidding amount was NTD $27.92 billion. 2013 Mobile Broadband Business 700 MHz, 900 MHz and 1800 MHz Band E-Auction. The auction lasted for 40 days with a total of 393 rounds. The total bidding amount was NTD $118.65 billion.
System features:
Multi-line backup Multi-line backup is used on the auction side. Networks are interconnected with a Site-to-Site IPsec VPN connection. Additional plans for FTTB dedicated dual-line backup to ensure uninterrupted connectivity. Data Transfer Encryption Auction data is signed using a business certification card to ensure the non-repudiation of auction data. Security A management log system manages and collects log records. Rogue connections are blocked and the network is protected against packet drop attacks. Integration of an accelerated bidding mechanism The bidding mechanism reduces the time needed for bidding. Export of auction results At the end of each round, auction results can be exported for public reference. Design of an automated test system The system produces bids automatically based on the script, reducing the manual testing time.

Taiwan Ministry of Economic Affairs: One-stop Online Application Portal for Business RegistrationOne-stop Online Application Portal for Business Registration
Case background:
The use of modern online tools for business registration has become an international trend in e-governance. A research report by the World Bank highlighted that more employment opportunities are created by simplifying registration processes, lowering application thresholds and allowing people to set up businesses more easily. Additionally, a greater number of market players means a less monopolized market, leading to fairer competition and more stable prices. In order to reform the business registration process and improve Taiwan's rating on the World Bank global ranking, and in response to an international trend to reform the business registration process, the Taiwan Ministry of Economic Affairs has commissioned AEB to construct the "Company, Business and Limited Partnership One-stop Service Request" online portal. The online portal serves to save people time, removing the need to apply for many procedures through various agency counters. After applying through the portal, users can continue to use the site to check the status of their application.
System construction objectives and results:
With the aim to construct an integrated platform for business registration for public and corporate use, AEB will: Streamline the processes of different agencies, optimizing and automating the following procedures: company name pre-inspection, company, business and limited partnership registration applications (Ministry of Economic Affairs), business registration (Ministry of Finance), labor health insurance (Labor Bureau, Health Insurance Bureau). Applications for inter-ministerial departments can be found on one website, such as work rules inspection (Council of Labor Affairs) and company English name registration for import and export companies (the Board of Trade). Securely and legally integrate data interfaces and processes between related ministries in order to eliminate the time and paper costs of current application procedures. Integrate functions for online queries and active message notifications. After making an application through the online portal, users can check the status of their application online. The system also enables active notification services, keeping users informed on the progress and results of their application. A cumulative number of over 800,000 applications were made for the period 2011–2017, of which over 470,000 were business registrations. The system removes the need to travel back and forth between different counters allowing people to save time and money on transportation costs. Users can avoid unnecessary duplication of information: After entering their information, the system automatically relays it to different agencies, eliminating the need for applicants to enter the same information more than once. Effective application process controls. The one-stop service website oversees the application process. Following application approval, the system automatically sends related information to various business agencies for pre-review. Instant notification of application status. When the one-stop service website receives information regarding the progress and results of an application, the applicant is immediately informed. Quickly and safely upload application documents through credential authentication. Applicants can upload documents using natural person certificate signatures, providing cross-browser support. Extensive online services, including: company registration, change of company registration, business registration, change of business registration, limited partnership registration, change of limited partnership registration, labor health insurance, online work rules inspection, company English name pre-inspection, import and export company registration, etc.

Public-Sector Institution's Cybersecurity Zone Defense MechanismEstablishing a Defense-In-Depth Cybersecurity Environment
Scenario
A public-sector institution originally adopted a cybersecurity architecture with the traditional antivirus model. Though the construction was complete and updated in time, it still was not sufficient to cope with the frequent ever-changing, systematic and targeted cyber attacks from China. In particular, the zero-day attacks, APT attacks and ransomware that have prevailed over the years are among the most difficult cybersecurity challenges today. A zero-day attack is an attack against a newly discovered, unpublished vulnerability of a computer system, which, due to its unexpectedness, is often more dangerous than an attack against general bugs.
System architecture
Based on the concept of joint security monitoring by the Department of Cybersecurity from the Executive Yuan, Acer AEB proposed a "cybersecurity zone defense" project that allows customers, vendors and partners to share their intelligence with each other so that they can quickly find out why and how to deal with security threats, and come up with responses faster and more effectively. In addition, Acer AEB thoroughly examined the authority's head office and units around Taiwan, made a complete plan of the cybersecurity defense environment, and updated infrastructure such as network access control and related policy, greatly enhancing the cybersecurity capabilities.

Sports Health Information Cloud System for the Sports Administration
Case background:
The pursuit of health through sports and creating good quality of life have become the trend of modern life. From a national perspective, it is also necessary to encourage the population to take up sports and establish healthy lifestyles. This not only creates a positive and healthy society, but also acts as a preventive policy to reduce the costs associated with medical care and so on. The Sports Administration of the Ministry of Education is responsible for promoting sport for all. It must use modern smart technology to build a long-lasting online Sports Health Information Cloud system to allow Taiwan to offer high-quality sports information.
Project objectives: Build the "Sports Cloud — A Sports Information System for All" by combining the promotion of national fitness with a smart technology program from the Ministry of Education's Sports Administration and the Education Cloud from the Ministry of Education's Department of Information and Technology Education. Integrate information systems related to types originally dispersed in different units across Taiwan. Promote the integration of the existing systems and simultaneously plan future system functions in a unified manner, so as to avoid wasting resources. Integrate the sports and health data of relevant citizens into a single platform and apply different aspects of big data analysis and application according to the data, which can be used by policy-making units in order to maximize the benefits of the policy.

Moving related systems to the cloud for centralized, unified management and to save resources and expenses: Building "22 counties and cities' Sports Map websites" and "Strengthening i Sports Information Platform System (Cloud-based)" to centralize the data of each county and city in the sports cloud for unified management. Integrating a sports-related license database and building a scalable system architecture to reduce system development costs. People conduct online searches and subscription using filters such as sports categories, counties and cities. Updates to time and location of the activities can be synchronized in real-time. Preparing a variety of tables and spreadsheets through the system to save administrative resources and reduce paper consumption. Achieving the goals of the Green Energy Service. Consolidating systems to improve administrative efficiency: Reducing the amount of time spent reviewing and approving the sports programs of the Sports Administration by approximately 40% (2 months). Automatically providing a matching mechanism for a variety of sports licenses to enhance the administrative effectiveness of each service unit. The examination authority (Audit Office) can check online in real-time, with no need to flip through cabinets to find paper-based resources. Applying big data analytics to improve the accuracy of policymaking and information provision: Providing the chief sports officer and the public with quick access to relevant statistics and reports so as to improve transparency and the accuracy rate of information. Providing a data reference for related policies from the Sports Administration through value-added applications and research of data (e.g. the 2015 study on the current status of functional fitness of the elderly in Taiwan and the 2014–2015 statistical analysis of national fitness tests).

A financial holdings group has multiple locations around the world and has been using IBM Lotus Notes mail systems for many years. Due to the Group's scattered workforce, complex network architecture, large annual licensing and maintenance costs, and the overwhelming trend of collaboration in recent years, Acer AEB recommends Microsoft Exchange Server, which can lower the costs and enable businesses to make significant strides toward digital transformation. The project spans 3 subsidiaries, 3 countries, nearly 20 mail servers and nearly 7000 staff. It not only operates in different countries and integrates email routings across different domains, but also achieves the difficult task of integrating the address books of different subsidiary companies. Driven by a trend in digital transformation, e-governance reconstruction has become a pressing issue for the Government of Taiwan. In line with the Government's digital strategy, the Judicial Yuan must consider how to use forward-looking and secure information technology to reconstruct judicial services and related systems, so as to achieve the following objectives:
To facilitate access to the courts and increase judicial transparency and public confidence in the justice system.
To reduce the workload of judges, optimize the quality of trials and conserve national resources.
Project objectives:
The information system for judicial trials is extensive, so the reformation project must: Optimize and digitalize the civil and criminal justice systems, including civil, criminal, administrative, civil execution, investigation protection, drawings, registration, notarization, judicial police, etc.Provide information-safe storage and access management for case collection, case division, case management, adjudication, written records, court records, digital recording, examinations, statistics, archives, etc. Provide online public prosecution services and diverse payment services for public cases and public inquiry services such as the main text of the ruling, the written ruling, the court period and auction announcements, as well as various other actions such as the progress of case and court hearings.
